Its either good or bad, depending on what side your on. Personally, I don't care. I can already mod hard drive content, and I'm getting a dev kit, so this has no positive effect on me. Others, who are apposed to xbox 360 modding due to online cheating should be outraged by microsoft's stupidity. If they were going to release something like this, they should have modified their container system so modifying home-signed data would be more difficult. They could have required that all CON files must be packed into LIVE files when live is enabled. It wouldn't have STOPPED the problem, but it would have slowed it down. Silly Microsoft and their lack of hacking knowledge xD .

A dev kit = Developer xbox 360. It can run what is known as an "xex" file (assumed to be xbox 360's version of an exe) without it having to be "signed". On all regular consoles, ALL dated has to be signed. CON files are the files that are signed and created by the console (such as usermaps, screenshots, etc.) These can be modded on a regular console, because the signature process is stored on the console, and can be reverse engineered to get a "key vault" which is used to re-sign edited CON files. This is how we get Halo 3 maps with a bunch of clones on them, and stuff like that.
Every other type of xbox 360 file CAN NOT be re-signed, because the signature process is not done by the console. Thats where a dev kit comes in. I shouldn't say that it can run unsigned code, because that would not be entirely true. I'm pretty sure that it is in a situation where the signatures are known allowing all content to be edited and played. This results in mods being done like this one:

yes i have tried vodka, and whiskey and rum and beer and wine and gin and pretty much anything you can name. whiskey is my favorite, rum is also good, beer is fantastic but vodka is disgusting. Also baileys tastes nothing like vodka. because baileys is irish cream which is flavored cream mixed with rum most of the time. and rum is nothing like vodka.
